The London boroughs of Sutton and Merton now share one HR director – could this be the start of a trend as local authorities strive to improve efficiency?

Dean Shoesmith’s job isn’t doing much for his carbon footprint or work-life balance. As head of HR for both the London Borough of Sutton and its neighbour Merton, he shuttles between two offices, attending two sets of meetings, dealing with two lots of post and battling his way through the messages in two separate email accounts. But while his dual role may have its drawbacks, Shoesmith clearly relishes the chance to take the concept of shared services to a new level.

“It’s hugely interesting and stretching but it’s tough and challenging as well. I wouldn’t be able to do it without the support of really good people in both offices,” he says.
